About Justin Harter

Justin Harter has spent more than two decades in Washington State irrigated agriculture. He began in 1997 in the Engineering Department at the South Columbia Basin Irrigation District and became District Manager of the Naches-Selah Irrigation District (NSID) in 2004.
Under his leadership, NSID has modernized operations with SCADA monitoring, automated control gates, and replacement of aging wood and concrete infrastructure. These upgrades have improved reliability, reduced water loss, and strengthened both agricultural delivery and ecological stewardship.
As District Manager, he oversees daily administration and operations while planning further improvements to take NSID through the next 100 years. Serving at the pleasure of the district board of directors, Justin represents NSID and Washington irrigated agriculture at occasional speaking opportunities that include testifying before the state legislature.
Justin has been a member of the Washington State Water Resources Association since 2005 and served as its president in 2014–2015. In 2024 he became president of the Yakima Basin Joint Board. He also presented on irrigation advances at a World Bank workshop in India in 2016.
Raised in East Wenatchee and trained in Civil Engineering Technology (1996), Justin is also an avid drag racer and, since 2020, a member of the White Pass Ski Patrol.
